この法人は、住生活基本法（平成十八年法律第六十一号）の基本理念にのっとり、低所得者・高齢者・子育所帯・障害者・外国人・または罹災者など入居者の保証人を得られない入居者の保証業務の支援をし、入居しやすい状況を作る。又居住に関し、安全安心な住環境を整備し、入居者の生活の援助をおこない、県民一般の福祉に寄与することを目的とする。
