本機構は、犯罪者や非行少年（更生保護事業法第２条第２項各号に掲げる者をいう。以下「犯罪者等」という。）が善良な社会の一員として更生するためには、就職の機会を得て経済的に自立することが重要であることにかんがみ、事業者の立場から犯罪者等の就労を支援し、犯罪者等が再び犯罪や非行に陥ることを防止することにより、犯罪者等の円滑な社会復帰と安全な地域社会の実現を図り、もって個人及び公共の福祉の増進に寄与することを目的とする。
