この法人は、「たばこ規制枠組み条約」および関連法令の理念と精神を尊重し、その実現を目指し、山形県における、喫煙の問題点を明らかにし、禁煙の啓発に関する事業を行うとともに、県民の健康増進に寄与することを目的とする。
