この法人は、大津市及びその周辺地域に居住する市民に対して、まちづくりの推進・観光の振興・環境保全・就労機会の拡充並びに地域における市民活動団体のサポートに関する事業などを行い、地域に居住する人たちが健康で豊かな生活を営むことに資するとともに、地域の発展を図ることにより、不特定かつ多数のものの利益の増進に寄与することを目的とする。なおここに、まちづくりの推進というのは、第４条に掲げる諸活動を含む広義のまちづくりを意味する。
