地域で暮らしている障がい者に対して、就労機会や体験場所の提供、障害福祉サービス事業所（以下、「事業所」という。）の請負・生産活動を振興することにより、障がい者の就労確保と自立、就労を通じて地域の支え合い（共生の地域づくり）の促進を図り、障害者福祉と地域福祉の融合に寄与すること。
