この法人は、八戸市民並びに県内外からの観光客に対して、八戸の観光資源である海を活用したブルーツーリズム、親水空間利用、環境エネルギー推進、ＮＰＯサポートなどの各種事業を行うことによって、八戸地域のまちづくり、雇用開発、文化振興、環境保全ひいては地域活性化に貢献することを目的とする。
