亀山公園の存在意義に鑑み、市当局との充分な協議の下、公園の美化に努め、機能の改善を図り、進んで諸行事に参画することにより、本公園が山口市民は元より山口県民全体からも斉しく愛されて、来園者の憩いの場であるのみならず、青少年の愛郷心涵養の場として、また帰山者の望郷の場として、更に観光都市山口の最大の拠点として、立派に役目を果たすことの出来る公園たり得ること。
