この法人は、一般市民がそれぞれの地域の手話を学び、それを通してろう者（聴覚障がい者）と健聴者の交流と理解を深め、世間にろう文化を普及できるように、各種じぎょうを企画・実施することにより、ろう者と健聴者が社会貢献活動を行うとともに、活力のある日本社会の構築に寄与することを目的とする。
