この法人は、草加市民とタイ王国ウボンラチャタニ県民との交流による、友好と親交、理解を深めるために、保健医療の増進、社会教育、子どもの健全育成、災害救援、地域安全等の向上を図る事業を通じ、両市県の協力で住民が健全で安全な生活を送れることを目的とした社会環境整備事業の支援を行う。
