本法人は、総合防災学に関わる調査・研究・情報提供・人材育成・交流機会の提供等を通じて、総合防災学に関わる学術・文化の振興を図り、加えて、世界各地で行われている災害による被害軽減、迅速な復興などを達成するための実践的取り組みの共有知識化を通じて、世界各地で発生している自然災害の影響を軽減することを目的とする。
