温室効果ガス削減技術に関する研修センターを設置し、アジア各国の青年に対して環境、エネルギー、農業開発その他の技術研修を行うとともに、アジア各国に対して温室効果ガス削減技術の提案を行うことにより、地球環境の保全に寄与することを目的とし、ローテク・ローコスト・ハイクオリティによる新しい産業の創出、雇用の拡大を目指す。
