この法人は、太平洋戦争中、多くの飛行兵を戦場に送り出した熊谷陸軍飛行学校桶川分教場（以下「桶川飛行学校」という。）が桶川市内に存在した事実を広く後世に伝え、戦争から教訓を学び平和を考える一助にすることを目的とする。
