この法人は、広く佐賀県内外及び世界からご意見を拝聴し、佐賀県民の了承を得て、佐賀県、日本、アジア、世界のためになる人材を育成のための佐賀県立大学及び専門大学院設立に向けて地域と協力し、また、設立まで地域及び県民等の困り事等の実践指導によるトライアル事業等をすることにより、地域の活性化及び県民生活の向上に寄与することを目的とする。
