この法人は、高知の突出した魅力である「クジラ」や「漫画」を原点とし、循環型社会にふさわしい地域資源の創造的活用を図るため、市民、行政、企業、研究機関、ＮＰＯ等と連携し、環境・文化・まちづくりを基軸とした、調査研究、助言提案、交流、実践等の諸事業を行い、高知らしい地域振興の推進を目的とする。
