この法人は、国内外の住民と災害時の支援者となる人々に対して、減災・防災に関する知識を持つ人材の育成・災害後の支援活動を行うことにより、災害への備えを促し、災害に対応する力・回復する力を高める。また住民が地域への愛着心を育むことを促す活動を平時に行うことにより、災害にも強いまちをつくることを目的とする。
