この法人は、財団法人田中研究所（昭和30年設立 初代理事長 田中清一）が戦後の日本復興のために企画立案し、現在の全国自動車道路建設網の原点となった、「平和国家建設・国土計画大綱」（国土計画田中プラン）に関する歴史的に貴重な資料を保存管理してその散逸を防ぎ、公開・展示することにより、「わが国が恒久的に平和な独立国として繁栄する」ための、「国土計画田中プラン」に関する啓蒙及び宣伝を行い、次代の日本を担う青少年の健全な育成に寄与することを目的とする。
